. this as vice president joe biden arrives in japan for a week of talks. he'll raise the defense zone issue. joining us is the columnist and author of the coming collapse of china. so let's take a big step back. there's a lot of moving parts here. this new zone that china is announcing is a recent announcement. why now? what's up with the timing that china decides to make this stand? >> i think it has a lot to do with what's going on inside the political system in beijing. you have a new chinese leader. he's not consolidated control. most people think he has but i don't think he has and essentially what he's looking to the people's liberation army, for support. the p.l.a. are nationalistic and i think they're driving policies so therefore, it is very little pushback from the civilians. jenna: so for us, one of the ways this is impacting us is when passenger planes fly around or in this area, china says you need to let us know because this is our territory. so far they've told china they're doing this. japan is angry at us because they're saying we're acknowledging that china is taking over

in our ask ed live segment, our first question from james garfield. how can obama and biden be on the side of the tpp? the transpacific partnership. it is a huge trade deal, if you didn't know what that was. in fact, it is a trade deal that is going to dwarf nafta and gat, no question about it. to answer the question directly, it's a mystery to me. but what's troublesome is that the administration has not explained to the american people just how this is going to be good for american workers and how it's going to create jobs in our economy. okay, so we're going to trade with other countries. but there's also clauses in there that deal with international tribunals that will circumvent american law when it comes to trade and the grievance process is pretty gummed up, as i understand it. also, this is an attack on american labor. it's an outsourcing on steroids agreement. and none of the trade agreements we've had have been productive when it comes to jobs. i'm curious about this. it's a mystery to me. and i wish the president would step up and explain exactly what the benefits
economist for vice president biden, jared bernstein. he's at the center of budget and policies. jim pazakukas is with the american institute and cnbc. jimmy p., what about income inequality. there's a lot of studies out there and they show in the last 20 or 30 years that hasn't happened. that's not true. it's a bogus issue. >> i don't want to have study versus counter study. income inequality, the top 90% and 10% have increased. a lot of disputes about how high inequality has gone. the president fears all of the statistics about income inequality. there is no evidence that, a, income inequality hurts income and, b, there's no evidence that income inequality has led to the middle class stagnation. you don't have to look at the studies. there's a country that's been running the obama playbook for 20 years. it's tough to fire people. that country is called japan. how has their economy done the past 20 years, terrible. that's the obamanomics there. >> what do you think of jim p.'s challenge? >> i think that the issue that you're missing there was really at the heart of his presentation

, senator durbin, senator biden. they were saying that this court, the d.c. court, is an important court, but its workload is half the national average of all the courts. it doesn't need any more judges. and before we add any more judges to a court that's underworked, we ought to consider transferring those judgeships to courts that are overworked. that argument had been made since 2001 by senator grassley, the senator from iowa. and finally with bipartisan cooperation in 2007, he achieved some success. with president bush's agreement, the republican president, he agreed with the democratic senators that the d.c. circuit should under no circumstances -- that's their words in their letter -- have more judges. they reduced it by one, the number of judges, and they transferred a judge to the ninth circuit, which was overworked. so all republicans have said about the three judges who the president has nominated to the d.c. circuit is before we consider any of them, consider senator grassley's bill. do in 2013 what you said we should do in 2006 and 2007 and which we did in a bipartisan way. h
